Tennessee department of revenue caught in flagrante dilecto violating law in Tenn. Code Ann. § Tite 55, chapter 12, the financial responsibility law and its 2017 amendment, aka Atwood. We caught them in the middle of “the act,” that is, shafting millions of Tennesseans with a brazen fraud in which at least two state departments play a role —revenue and safety. Safety, huh?
