Make them sign a document stating simply that they will be honest and truthful at all times, and that they will enforce the Tennessee constitution for your protection in all dealings with you.
After some consultations on my plan of action, the best advice is not to threaten them, but to effectively put them under an "Oath of Office" to YOU in particular. If they sign it, they will be honest or you have a cause of action. If they refuse to sign it, it becomes evidence they intend to ack in bad faith, refuse to act honestly and in accordance with the Law. That also gives you cause of action, separate and distinct from any "statutory" purpose they may think they are serving. In other words, you can put them on trial rather than the entire system.
