Will administrative hearing officer Brad Buchanan rule for law, or opt for policy in getting my main petition Monday in Tulis v. department of revenue, a case seeking to end “mandatory insurance” in Tennessee as a departure from the law, and an oppression involving criminal acts by numerous state employees.
