Petitioner has created a flow chart of the Tennessee financial responsibility act of 1977, showing how all its parts work together to create a reasonable, constitution-respecting whole. The flow chart is in an attached thumb drive provided to the court.

DOR, Docket no. 23-004, explains how TFRL works — the Tennessee financial responsibility law, with the EIVS utility surveiling license suspendees who buy a "motor vehicle liability policy" (certified) required as condition for use of the privilege following adjudication as "financially irresponsibile" or high risk.
